Commission Regulation (EU) 2025/1731 amends Annex XVII of REACH to include substances classified as carcinogenic, mutagenic, or toxic to reproduction (CMRs). Adopted 8 August 2025 and published 11 August 2025, restrictions apply from 1 September 2025.

The update prohibits or limits newly classified CMR Category 1B substances in consumer products and workplace settings. Any nanoform of a CMR substance is automatically covered by the same restrictions as its bulk form.
