EU Proposes Updated Restrictions for Nano-Hydroxyapatite in Cosmetics

Summary

The European Commission has proposed new restrictions on the use of nano-hydroxyapatite in cosmetic products, following a safety assessment by the Scientific Committee on Consumer Safety (SCCS). The draft amendments would also ban several other cosmetic ingredients and update existing requirements to reflect the latest scientific evidence. The public consultation on the proposal closed on 6 September 2026.

The European Commission has proposed amendments to the Cosmetics Regulation following recent scientific assessments and regulatory reviews of several cosmetic ingredients. Among the measures under consultation are revised restrictions on hydroxyapatite (nano), reflecting the conclusions of the Scientific Committee on Consumer Safety (SCCS), which found that its safe use can only be established under defined conditions.

The draft Regulation would update the conditions under which nano-hydroxyapatite may be used in cosmetic products and introduces additional measures for a number of other substances. These include proposed bans on Benzophenone-1, Benzophenone-2, Basic Brown 16, Basic Blue 99, and certain prostaglandin analogues.
