REACH Revision Presented at CARACAL-54 Includes Updates for Nanomaterials

Summary

  • The European Commission has revealed its REACH revision timeline to Member States, with an updated regulation expected in Q4 2025 and a public consultation closing 25 April.

At the meeting of the Competent Authorities for REACH and CLP (CARACAL) on 3-4 April, the European Commission presented to Member States their plans for the much-awaited REACH revision as part of the Commission's 2020 chemicals strategy for sustainability. This follows the announcement on 27th February on the adoption of the Chemical Package under the New Clean Industrial Deal.

The update to the REACH regulation is expected in the final quarter of 2025. Currently an open Consultation is ongoing and will close on 25 April 2025.

EU New REACH Restrictions on CMR Substances Effective September 2025

Commission Regulation (EU) 2025/1731 amends Annex XVII of REACH to include substances classified as carcinogenic, mutagenic, or toxic to reproduction (CMRs). Adopted 8 August 2025 and published 11 August 2025, restrictions apply from 1 September 2025. The update prohibits or limits newly classified CMR Category 1B substances in consumer products and workplace settings.
